El francés del Israel, Rudy Barbier (26 años) ha sido el más rápido en la 1ª etapa y segunda jornada del Tour de Estonia superando en la llegada al checo Daniel Babor y al diabético italiano Andrea Peron. Es la séptima victoria del galo y segunda 2019 tras la Loira-Atlántico.
El austriaco Mathias Brändle -exrecordman de la hora- mantiene su maillot de líder.
