Mihkel Raim le ha dado al Israel su quinta victoria del año al ser el más veloz en la cuarta jornada y tercera etapa del Tour de Japón resulta en un sprint masivo bajo la lluvia. El estonio dobla sus éxitos de 2018 después de su estreno en la pasada 2ª etapa de la Vuelta a Castilla y León, que se adjudicó su compañero Rubén Plaza.
En esta ocasión el holandés Raymond Kreder y su compatriota Martin Laas le sucedieron en la línea de meta. José Manuel Díaz, también del Israel, fue el mejor de los españoles en la jornada. Grega Bole, séptimo en la llegada, mantiene el maillot de líder.
